Marketing, PR, Hype, Marketing, Hype, PR, Marketing, and I'm pretty sure Marketing if I haven't mentioned it yet.
Basically: Use millions upon millions of $ to broadcast the game everywhere. Ads everywhere, events, review-events, paid for promotions, ads everywhere, youtube videos & ads everywhere where they haven't been so far.
The idea is to create such a hype around a game that the cat in the bag is bought & paid for before the first customer even realizes what was in the bag.
And that sort of marketing with lewd content? You just don't have the reach. Parents, platforms, politicians, they're all going to limit where you can market the game. So it'd be too big of a risk for any publisher.
They all rely on marketing - if they can't fall back on it, they won't be willing to invest.
