The thing is when they are cartoons and obviously so legally it doesn't matter if they are minors or not, no matter what they are depicted doing. Every time the gov't tries to outlaw underaged lewd cartoons they end up sued by various groups like the FSC, ACLU, ADL, EFF, etc along with half the porn industry and the gov't loses, so they just have the payment processors do the dirty work for them and rewrite the law that was thrown out to where they have to rely on obscenity to get a conviction, though practically no one gives a shit about the 53yo Miller Test anymore, so good luck finding a jury sympathetic to the gov't, unless the defendant has actual sex crime priors brought up during the trial like Mr. Double did (not sure how his lawyer let a 30yo prior even get mentioned during the obscenity trial, would seem irrelevant to me if I was on the jury, and automatic not guilty simply because I couldn't give a shit less about silly shit like which art is obscene or not, don't like it then quit looking at it). Most devs just say they are 18 to simply get around censorship on Steam and Patreon (and even SS lately) because they want to actually make money from it, but for those that give 0 shits about the money there's practically 0 legal risk in not doing that or not putting those stupid disclaimers that only a moron would believe at the start of almost every one, contrary to what most people assume.
