That's why in my playthrough I had the MC drunkenly fool around with his sister instead when the choice came up, because I was horrified at the thought of a drunken rape being that poor girl's first (and as it turns out, only) sexual experience (and experiencing an extremely youthful pregnancy into the bargain). Despite choosing lolis over milfs almost every time I have the choice in VNs.

When the games were initially released, the Cindy scene in OI preceded the Cindy reveal in TF2 by several months. 13 added that in I think just to create a connection between the games, one that adds nothing to either game, really. I hope he wasn't planning on making a big Seath Black-style shared universe (and throwing in random stuff from Shiny Devon's Loliwood-verse). Not that we'll ever know now.

And of course I played both scenes, I just chose the sister scene as my choice to go forward.

Last I heard FP is now a dead project that just isn't official yet, the dev got scared just like 13 did. So as is stands now OI is still the farthest and prob always will be as far as story goes unless someone else tries again but this time just picks up where it left off to save a whole bunch of writing and rendering.

Ouch, I guess it's inevitable with this kind of games. My favorite game But I'm the Bad Guy? was also abandoned
