If there's a new tech or improvement available to them I'd say go back and re-do or upgrade. If it's already considered good by majority then keep going forward.

In my opinion, done is better than perfect.

Depends. Summertime saga is taking forever to improve, but it's worth it.

Four elements trainer is adding more slowly, but they could probably go back and rework old art to make it better.
