It's not that they refuse, they literally don't know how to do it. Once, a panda was discovered trying to have sex using another panda's paw, because they really don't know the mechanics of it, as if they didn't have the instinct to do it. That's why they often show them panda porn, which is literally videos of pandas having sex, to arouse them and teach them.

I would base it on proportion and symmetry. As long as they're even, and you don't end up with some kind of Nipple Elemental, any number before that is fine.
