The main advantage of fixed fines is that they don't require any analysis of the person's income. If you want a scaled fine you have to have the person swear to how much money they make and probably provide written proof. It's more work for everyone. I think things like points on driving license, community service and other alternative punishments to fines/prison are generally better if the crime doesn't merit imprisonment.

You can look at imputed income analyses for child support for an idea of how hard it can be to pin down. Someone might have variable income from moonlighting, or may have started a business full-time and are living on loans. And the point about the prosecutor's office not being able to take on the extra work isn't hyperbole, as an example right now in Fulton County, GA (Atlanta, the capital) there are people who have sat in jail for over a year without their case actually being indicted, because the prosecutor's office is so backed up. Katakana and Hiragana was not invent yet when some of those old poems was written, even then the scholars and poets used Kanji. This present a huge translation problem because Kanji are not letters like in Latin base words, but symbols, so one symbol can mean many things, just like the Chinese symbols, so when you try to translate to English it is very hard to get the exact meaning. I understand just about all or most old poems but these days even some Japanese find them hard to understand properly because they are write in old style not modern. Kinda like you have old English and new English ect.
