Restricting it to one substantive change, I'd add a US Constitutional amendment as follows:
Article 1, Section 8, Clause 3 (the "Commerce Clause") shall have the following text added:
This power is confined to the regulation of commerce between different state, tribal and national jurisdictions and shall be strictly interpreted not to grant power to regulate any commerce of goods or services within the same jurisdiction, except if the goods are inherently dangerous to persons or property in another jurisdiction and only when such goods are actually stored or transported near enough to another jurisdiction to present the danger and any federal law passed under this exception shall be preempted by any agreement of laws passed by two or more jurisdictions on this issue. Any restriction on commerce must be for the purpose of the safe transport or storage of goods and not for the purpose of preventing their use; for any first challenge or de novo review on this grounds a law shall be presumed in violation and the government shall have the burden of proof that it is not. Notwithstanding any other portion of this Constitution, including the Speech or Debate Clause, any statements of Congress members in any place shall be admissible as an exception to hearsay for this analysis.
Congress shall have the power to preempt any state or tribal laws which would prevent the transport within that jurisdiction of any good between two jurisdictions where said good is legal.
If I could do more changes:
Civil asset forfeiture is outlawed as a violation of civil rights, assets may only be seized after a criminal conviction and only if they are proven at trial or in a plea to have been used to commit that crime or are the proceeds of that crime.
The portion of the Second Amendment prior to the first comma is stricken, after the remaining portion add "This protection shall be broadly interpreted against federal law. Notwithstanding other portions of this Constitution this shall not apply to states passing laws within their own jurisdiction."
The First Amendment is appended "No law outlawing conduct based solely on obscenity shall be passed, except where such obscenity occurs openly in a public space where people exist in person."

Make the total loons (like those "sovereign citizens", groups like the Proud Boys, etc along with anti-vaxxers, flat earthers, moon landing denialists, creationists, etc move to one state - let anyone already there that isn't among those move and help them move - businesses too - probably pick one sparsely populated) and build walls around it, let them have it as they want. Have cameras recording what goes on and air it pay per view - using the money as funds. Reduce taxes doing that, too. No federal help goes there for anything, other than repairing the walls.

Ban lobbying, set a maximum wage, put a massive profit tax like Roosevelt did to stop companies from hoarding profits, and put up stricter regulations concerning waste, environmentally damaging business practices with massive fines to go along

Ban ANY discrimination based on what already is and add LGBT. No exceptions based on religion - you won't serve/hire everyone, don't open a business. Penalty is not fines - it's confiscation of business without compensation and a minimum 10 years in a prison that makes Gitmo look like Club Med. Food is stale gruel with rotten rat meat mixed in and if they make ONE SOUND the guards beat them unconscious. In cells 24/7 no exercise, etc even showers. If they start to stink they spray them down with a firehose.

I had a neighbor that was a sovereign citizen. He was a nice, smart guy. Good neighbor. I have no frickin' clue how he was able to believe something as dumb as that.
