Lillith's Throne lets you impregnate pretty much anyone with a uterus (Then do the same to your kid)
Most ERA games also do the same, but those are significantly harder to get into.
I think Renryuu Ascension lets you impregnate your girls, but I dunno how developed it is.

Lab Rats 2 one of my mission goles is to knock up the whole town. You can edit the legenth of time for the pregnacy in the game_roles folder the role_pregnent_definition_ren file it has a 21 day lock out on prgnacys which of course I edited to 4 days.

Hmmm, I've played several that have that option and the characters seem to get pregnant, but actual pregnancy and birth... none. Though there are a few that have pregnancy, but skip ahead so the kids are already either young kids, young adults or adults.

In Strive for Power you can breed with your slaves and getting them (or even yourself) pregnant, and the children can inherit stats and perks from the parents.

And then, there's Monster Girl 1000 in wich you partake on what's pretty much a breeding quest in order to fight a reverse-Lisa-the-Painful-esque population crisis because of a lack of males, so while there's not any sort of child raising, there is a lot of pregnancies.
