I'd prefer both but if you can only focus on one than sex is more important than story for porn games. I have played games with terrible stories because it had good scenes but I have abandoned all games with good stories and barley any scenes.
I skipped some sex scenes, cause I wanted to know, how the story goes on. and I skipped some story, cause I wanted to reach the next sex scene.
I really want a great story and great sex scenes.

all you need to make a good game is planification, the story needs to have a beginning and ending, you should already know how the story would end, defined characters personalities, you should know how they would act and why
Sex > Story, but if the story is bad it hardly matter how good the sex is, I'd rather watch regular porn. At least for VNs, story is kind of the point of that medium.
For more interactive porn games, though, the story can be pretty crap as long as the sex and interactivity is well made.
I'd say story first, sex second. I think a lot of it depends on what the player is after but personally if I have no attachment to the characters, the scenes are meaningless and I may as well just be browsing through images / animations rather than playing a game.
It's kinda hard to make a decision here. On one hand I tried games that offer only sex scenes (and some kind of character "management") but dropped them fairly fast because they were too boring to continue. On the other hand, even if the story is good, when I stumble upon a sex scene that is poorly animated, I also find it quite hard to force myself to keep playing. All things considered, I still prefer a good story to good sex scenes
Honestly if I wanted just the sex I would look up images online. Text based games show this quite well with how you have to actually somewhat engage with it and the writing and story is what at times can make these games more enjoyable than simply sexy images or text
A lot of people saying "both", which is correct, but there's a fine line between the two. If you're playing a VN instead of just finding a gallery of images to look at, then you generally want the story as well as the sex, so it's fine to have a period initially with no sex to build up some kind of attachment to the characters and develop the relationships between them, which makes the eventual sex scenes more impactful to the reader because they have that attachment.
You can always tease a few milder scenes initially, don't forget - just don't string the reader out for too long or they'll get bored.
Having said all this, it really depends on the type of VN you're writing; you should try and work out early on whether you're going for a porn VN with a story or a story VN with some sex scenes and balance the ratio based on that decision.
A balance between the two is key. A steady buildup towards sex with good storytelling and character development helps the scene be more impactful. You don't want to be too focused on the story though or some might find it boring.
