I like the changes, it encourages engagement, but it's not too tedious to the point that it becomes a chore to fulfill them. Someone should be able to attain that in like a week of minimal activeness, or faster if they are more active. Also, grandffathering in those that already have M+, but doesn't quite meet the requirement is great.
It's a good idea, the implementation needs tweaking. I would do away with the thread creation requirement. It incentivizes creating a bunch of pointless noob threads instead of spending 5 minutes looking up whatever the thread was made on.
Keep firmly in mind that at the end of the day, you can only incentivize engagement, not force it. If it is feasible to do so, make every activity that is beneficial to the site like the ones you listed, and writing reviews net coins that you can spend on perks and ranks. The real meat&potatos is in determining how much a certain activity is worth.
