You mean objectively? Yes, they're completely playable. Censorship doesn't remove the ability for code to compile, nor for user input to be processed until the end credit is reached.

It depends on the type of censorship. If its "censored" by keeping on articles of clothing or by selective angles then its okay. but if it's a giant static censor bar, no thanks!

There is no adequate enjoyment of the game if there is ANY form of censorship applied
Most common is the utterly insane and nonsensical japanese law to censor genitals in any media of 18+
This law in particular proves further that laws are created by very flawed people who most of the times have no idea what they are doing nor should have power over people

If there's no alternative, like with many Japanese games, then I'll bite the bullet and play it if the censorship is at least a little tolerable, like mosaic and such. Definitely not what I prefer though.

Not Often! I feel lost in most them that do. you lose context of character motivations and why are they doing things out of no where for no reason.
the only time it can work is only if the Dev writers two version a censored and a uncensored version. so no continuity is lost in story.
But 99.99% of Devs just hack and slash the uncensored version to death in to a unplayable mess

Not really big into hentai, so it's pretty easy to just avoid censored games. I imagine if you're really into hentai stuff you just gotta deal with it for certain content. Does suck when you see a hot asian pornstar and all of their shit is censored though.
