Im not native and write how i can but really want to improve. Any hints, books, cources to master english? I can read and barely write.
I did learn after a year watching videos and by writing on forums like 4chan and Reddit.
Now, if you want to master the language, you should find better results by asking your local English or language academy.

watch english movies .. in that way you should love what you study and learn on it coz you like the movie .

Just watch movies in English that helps a lot and being active in forums helps too.

And don't watch it with subtitles like the other say, if yo don't understands some parts of the movie than try to use a translator but just reading subtitles doesn't help much .

A lot of people learning a language can understand it but can't speak it so it's best if you can find somewhere, like Ome.tv, to practice. Just make sure they can see both of your hands so people don't think you're a weirdo.

Since everyone is suggesting movies, I'll tell you what personally worked for me. I took a book I read in my native language and loved and found the english translation. You can do it at your own speed and you can use a dictionary to help on the things you don't understand.

Learn english by reading stuff you like, watch YouTube in English. Do it for things you really like, you will already know some of the words already. Also like others said, read simple books, maybe harry potter 1 if you like it, or other modern stories that are meant for kids. Video games can be a good way to, just keep it simple at first.

Like Kodex said, read with a dictionary, or maybe read on your computer where you can search for words easily. You'll be doing that slot at first, then less and less so.

I feel watching English movies with subtitles have helped me most. An additional tip, if it seems a little difficult at first, try movies that you actually already know. That might make it easier to figure out some words you do not yet know through context.

I think when you watch your favourute TV Show with english subtitles its a good start .. then review it vice versa ... English voices with your language subtitles ...

for me was twitter, meme, porn games.... and movies not perfect but understandable I think

Duolingo works well and is fun. Try it.
The fact is that I don't have much to talk about, and I often don't have enough time. Movies and games are good because I watch them when it suits me. No one will write to you "Why don't you answer" :) Reddit was good before they banned me from speaking for my free opinions. Now I only read news there.

I learned English by playing CRPGs. They are text heavy and really inspire you to learn. But since my favourite games were the Ultima games, who use a very quaint, almost Shakespearean English, my teachers had real fun with my choice of words and grammar. :-D
