Every language we use has the advantage of being flexible and evolving. When we need to name something new and we don't have a word for it, we invent it. This is the word "smol", a modified English word "small". We need the word smol because, as everyone here has rightly pointed out, the word loli is imprecise. I personally saw this word for the first time in the statements of developers specializing in smol content.who started that definition? seems like it'd be the reverse, since loli is shorthand Lolita, referring to the 1955 book about a dude obsessed with a 12yo girl (nicknamed Lolita, Spanish for Delores) that he later kidnaps and molests (as usual the movie adaptations are watered down garbage compared to the book).

There's no collective consensus like those people think there is. If you look at the actual meanings and more clinical definitions, none of them have anything to do with age, and many of them are subjective.
I'm gonna digress into pedantry. Because it's pedantic as fuck, I'm tossing it in a spoiler block.
Now, there ARE some specific terms, but they are developmental-related rather than age-related.. There are some corollaries to age, but the edges of the ranges are blurry.
- "Loli" is relatively broad, meaning nothing more than "a child-like female character" due to being a shortened version of "lolicon".
- While "lolicon" derived originally from the Nabokov book's title, the usual usage in the US is referring to the Japanese term and not the novel.
- When people are referring specifically to the Nabokov novel or a character who evokes the character Lolita, they'll say the full word "lolita"
- When using "lolita" and referring to the novel, it's often used to refer to almost any underage girl. This is also common among peopel who have NOT read the novel, and are referring to the character by way of the movie adaptations, almost all of which age Lolita up signiifcantly into her teens. When used this way, it's basically synonymous with "jailbait", particularly given the plot of the novel and the narrator's delusional justifications of his actions.
- "nymphet" is another (and older) term now-synonymous with "lolita" (but is, again, non-precise and subjective) - this one deserves a mention specifically because it's used IN the novel to describe Lolita.
- "Smol" is recent internet-speak, and is used almost exclusively to avoid word filters and flagging systems that detect the term "loli" or "lolita".
- Because of this, it has no real consensus meaning other than being a synonym of "loli" with all the imprecision of that word's definition.
As Nicest_Incest said, the namesake of "loli", Lolita from the Nabokov novel, was 12, and showed signs of early pubescence. That makes her a hebe. Also note that there are significant overlaps in expected ages even in the specific terms.
- "****" is a very specific term, and by itself almost always refers to a person with "****philia", the paraphilic sexual attraction specifically to pre-pubescent children. This term is not commonly used to refer to the children themselves.
- An ultra-simplistic synonym and term for these children would be "pre-teen", though that overlaps with hebe.
- (Side-note: "nepi" is a very specific term that is a subset of "****", and refers to "nepiphilia", the paraphilic sexual attraction to infants and toddlers.)
- "Hebe" is a very specific term, and refers to a pubescent child as a derived shortening of "hebephilia", the sexual attraction to such children.
- An ultra-simplistic synonym here would be "tween", though that overlaps with both **** and ephebe.
- "Ephebe" is a very specific term, and refers to a post-pubescent child as a derived shortening of "ephebephilia", the sexual attraction to such children.

Okay, that's enough pedantry. To summarize:
TL;DR: Don't bother debating the details of the terms, even the specific ones, because they're overlapping, nebulous, and blurry at the edges. If rendered characters are in these blurry edges, or if people have different expectations of what the nebulous terms "loli" or "smol" mean, it's best to just give people the benefit of the doubt and not argue about it.

There is a single character/shot that could theoretically qualify as a smol, but it's exclusively in a flashback scene, and the character in question is a non-smol adult in the game's present day when the MC and she have the option to start a sexual relationship. She's less petite than any of the daughters (as seen in the preview images).
A lot of games that happened to have the "loli" tag got tossed in Games+ for no good reason, since they're not banned elsewhere (and some of them don't even have content that would require a patch elsewhere, including this one).
Fundamentally, games get put in Games+ or not by people (LC staff), who are fallible and make mistakes. Pretty often, with something manual like this. Don't take tags or flair as gospel, and do your own research on the game if you're wondering.

tl;dr: This is not a loli/smol game in any way, unless someone knows something no one on Fuck95 or LC know, since the dev isn't talking anywhere anymore after the initial negative reaction to Pre-Rework 0.1. The tag doesn't really belong here despite it being technically appropriate, and since the game hasn't been banned anywhere, it doesn't belong in Games+.
Edited to add note: There are still some images in the game files (but never shown in the game) from the original Pre-Rework version that showed the MC's nieces, who are smaller than his daughters, but were tied up in the now-scrapped NTR storyline with the sister, so we don't know if they'll even show up again post-Rework.
