I don't know if there's anything like this here. But are there any games or any suggestions to where you can create your own character

Honey Select comes to mind. Maybe Skyrim mods?

A lot of transformation games, unless you mean character creator and look that you retain for the whole game, then certainly all of the Illusion games.

Yup, Illusion games are the way to go if you want a full 3D model of your character you will use throughout the game. Though some like Honey Select are barely a "game" by themselves. I would recommend something like KK or even AA2 (If you're okay with older graphics) if you want gameplay that is a bit more engaging.

Now if you're ok with other types of less visual games there are quite a few text games that will fit your criteria.
