I don't know about the chats, but at least for the forums, I think the rule of thumb for whats allowed is:

No rank : adult (sugestive), smol (not allowed)
Member+ : adult (NSFW), smol (sugestive)
Prestige 1 : adult and smol (NSFW)

Isn't specifically Members+ can access it, but for CREATING forums with the real explicit stuff you need to be prestige 1?
