The gambling system is there for people with excess AC, would you walk into a casino in real life with only $2-3 in your pocket? If the answer is yes then that is a problem in itself.

The system is designed to gatekeep concern trolls. It’s a good place, and you wouldn’t want people with bad intentions to have easy access to it, right?

As Brody has said, it's to keep the trolls out.
The site has had to change providers before because of troll reports so they created a system to keep them out, blame the trolls not the site for the actions that they had to take.
