The numbers are for "new" messages. Though I think it also includes times people join the chat, not just people actually saying something. Or just the people in the chat. I'm not actually sure.

From the looks of it you can't opt-out of the chat to not appear in the navbar, you can disable the chat on there but it won't remove it from the navbar, the only thing you might be able to do is use something like uBlock and block the element for the highlighted number notification next to Chat

So theres a "5" on chat but everytime i click it theres nothing there?

I'm not saying that it totally bothered me as well and I used Brave browser to block the element from appearing........I'm also not NOT saying that :'D
