Sure, assuming the game is set in a modern Western democracy. Which I'm not sure this one is, even if it
looks like the U.S./Europe. Seems more like an alternate universe (and not just because of the superpowers). And in places where people are used to surviving under oppressive, unaccountable, totalitarian regimes, something like this might indeed be possible. Think about how China is able to slowly destroy the Uighir people with minimal public and not much more international outcry (which they infamously don't give a fuck about anyway), not to mention disappear/harvest its own citizens for organ transplants.
