TBH, it's hard to say. There's been nothing on the dev's Patreon or SS pages since a year ago. IDK abt Facebook, since I don't use that great-grandparents' site. (Why anybody still uses it is beyond me.) It's possible there has been something somewhere else posted that I don't know about. Normally, if it's longer than 6 months of inactivity on social media / crowdfunding sites the dev has, the label gets added to the game thread. I think this probably qualifies. We're not yet to the 18-month threshold w/o a release, but we don't need to be if inactivity applies. You can report the OP and suggest the Abandoned label get added, if you want.

He doesn't even need to be on the forums himself. If nothing gets updated anywhere for 18+ months it's automatically considered abandoned. Same if he just ghosts the internet for 6 months. Same (though happens less often) if the devs themselves post that they quit. But at this point the 18-month reason is next month before even considering the other reasons so I'd call the toe tags legit.

It's a shame creators don't make it for passion instead of profit, but I can see the argument both ways, too many great games abandoned when your sucked in.
