DC was actually designed that way. It was set aside rather than putting the capital in one of the states to prevent bias or whatever. Don't remember the exact details, but yeah, they don't have a representative by design in order to keep things more fair. Although I don't think they imagined when it was setup that so many people would live in that area.

In the beginning someone had to work very hard and or smart to get rich, and that person or persons in my opinion deserves the happiness and pride to know that they are passing that wealth along to their heirs.

1) I would make a law requiring weapon and combat training in schools as part of the standard curriculum.
2) I would also add a legal dueling system where if both persons agree on the rules they can compete to the death without risk of incrimination.
3) I would put a regulation on how many people can live in a square mile depending on zoning.
4) I would legalize underage drinking as long as it only happens in the home in-which they live.
5) I would remove the life sentence from the legal system and replace it with a death sentence while reducing the maximum time a person can be on death row prior to execution to 5 years unless an appeal is in process setting a limit of 2 appeals.

Criminalize all religious activity, regardless of the kind of religion. History books and prison populations clearly indicate that the most common cause of death is god.
