Yeah a porn game exists in its own niche where you have to consider both.

I don't think there's any point in creating a VN that's just pointless sex. Just make a pack of videos and that's it. A good VN is primarily about the plot, and if it's an 18+ VN, then it needs to have a good plot and well-integrated sex. If any of these points are missing, then they're not good, in my opinion.

To ensure sex fits seamlessly into the plot and doesn't feel forced into the story without much purpose, it's always helpful to take gradual steps, as some games do, improving relationships with certain characters throughout the game and achieving "success" at the end. To avoid boredom, such games can also feature secondary characters with whom you can have sex for a short time.

Story/gameplay is more important for, well, games. There are pixiv/boorus and iwara for mindless gooning, but games are supposed to give at least some exposition/background for a proper experience imo.

I second the opinion that for mindless sex video animations or plain old porn flix are the correct media. In erotic games an engaging story an the challenge of the game take priority.
