I really like when the voices are hot, but in most games the voices are way too slow, and when you skip it it takes you out of the moment

In general, there are no such games. Dubbed games are divided into two categories.
1. AI is used. I don't know any good examples.
2. Amateurs and amateur actors are hired. The result is usually better than in the first case, but it is very far from perfect.
The services of professional actors are expensive and the vast majority of developers simply cannot afford their services for financial reasons.

I've never played a game where an amateur voice actor has been a net positive on the game. Scratchy mics and inconsistent volume are bad enough, but the actual acting is never great either. I mean not that voice acting is something anyone can just be great at automatically, but some of these devs are really scraping the bottom of the barrel with people who refuse to just speak normally. A regular sentence doesn't need to be done with a breathy porno voice just because it's a NSFW VN.
