If we're talking about AAA games, then I think that eastern devs are doing better at the moment. Western indie devs are still making great games though. It's hard to say who makes "better" games. I think that depends on your tastes.

In my experience about 3D indie adult games western are ahead of eastern and 2D opposite

It's a question I have in my mind, with so many things happening in the industry (especially AAA) Western games seem to have lost their shine.

I like western because I can read the language, and the cultural stuff is easier to grasp. Eastern tends to be very polished and high quality where has western tends to hammer home appealing to niches and keeping the content mill churning until the money stops.
