It's an old method of directing addresses. You can even block entire parts of the internet or make things go nowhere or in a loop. Your machine has an ip of 127.0.0.1 (loopback). Back in the day we had to modify it with early dialup internet because DNS wasn't always reliable. Almost nothing uses it these days except some VPN's. There are far more secure methods now.That actually worked.

As you mentioned, I did need to choose 'Run as administrator' when I started Notepad (otherwise it wouldn't let me save/overwrite the hosts file). Did you flush your DNS cache?Still doesn't work
Try restarting the PC too, maybe something is stopping you1. Close your browsers.
2. Paste this into your Explorer search field (folder): C:\Windows\System32\drivers\etc
3. Open the "hosts" file with right mouse click → Notepad, not "Editor", get Notepad. If you're scared → copy/paste the "hosts" file to your desktop for later use.
4. Type this into the file (see screenshot). DO NOT AD "#".
5. Close and save; it'll ask for admin rights. Accept.
6. Hit the Windows key and type in "command" without "".
7. Paste "ipconfig /flushdns" in the command field and hit enter without "". It'll say "your cache was cleared" depending on your native language.
