Incest laws may come into play without blood relation, but usually only in the cases when a parental feature (legal guardian or step-parent) has a relation to a child under the age of 18. If you're 18 in america, you can bang your stepmom or step-sister, but not your actual mom or sister. The two are not the same, even legally speaking. Why do you think there's so much stepcest porn out there on more conventional porn sites? If you're below 18 (but otherwise above the sexual majority in your state) you can bang your step-sibling, not your blood-related sibling and neither blood- nor legally related parent. Another legal distinction. This game features two step-sibling minors above the legal age of sexual majority. It's not incest, even as defined by US state law.

Also, your claim that "several" other sites do would need support. The other major site like this one, F95, also does not separate incest and stepcest/adoptedcest, and even more explicitly includes those as part of the incest tag:
