At some point, yes.

All the side stories I do for a certain project (in this case, Libertine) will be released publicly sometime after Libertine is completed.

Android is a difficult platform for me. I don't have an Android device, only Blue Stacks, and the functionality is limited. It may be that it was not configured correctly. When you open the game, it should say what version it is in the bottom right.

No, the game isn't designed for you to need to start over to get a full update. Previous decisions determine content so players aren't made to go through certain paths they may find objectionable or not fun. This can limit the content in certain updates.

The changelog has the list of "content" so you can see what is in it prior to playing, allowing players to decide if they want to download and play it or wait for the next one to get more content at once. This one (0.6) is quite light on content, even with everything enabled. The only one not optional is the one at the end with the new character.

The next update (0.7) has three scenes of content if the player chooses to access all content. The choice is pretty clear.

The update following (0.8) is virtually nothing but content. I'm about half-way through imaging it and I believe there's at least three scenes of content - again, dependent on which paths you are following - and perhaps four more to do prior to the end.

EDIT: I did go back and check to make sure it is functional in the public version... in the preferences/options screen in the menu, you can select to turn on/off the various flags that allow you to see content at any time. I can't 100% guarantee there won't be bugs, and some flags within content are set in previous scenes, but the options are there for players to choose.
