unity supports android as a target so it's entirely possible, checking a few random unity games some developers are providing android and even ios builds themselves but it's up to them to do it since it would require exported from source

Think it depends on if the developer packaged the game for Android.

Not if developer made it available. For renpy it is possible but I don't think that same is possible for unity.
