Depends on the LI.

This is (In my opinion) the only correct choice. It is highly dependant on the character itself as are we talking a neet or someone who is very physically active? If its the latter it would make more sense for the character to be clean shaven (or atmost a landing strip). If its the former it would make more sense for the character to have more pubic hair as they dont really take care of their physical appearance.
At the end of the day though its up to the game devs discretion.
