Depends on what you mean with strongest scenes.
If it's the scenes I find the best it's definitively from either Being a Dik or The DeLuca Family, if its darkest scenes then I probably couldn't tell you because I don't really play those type of games but The DeLuca Family does have some darker scenes.

There isn't a game with mods available that I don't play with mods as I like to personalize it. Mass Effect series and Skyrim I wouldn't even touch without mods.

Things like one probe all resources mass effect 2 mod is practically required otherwise scanning sucks and Audemus' Happy Ending Mod and Extended Galaxy mod for mass effect 3 improves it extensively.
