Free Cities Preg Mod is probably the best management game I've played. Note though that it's not an AVN, rather its a text adventure with a basic interface in a web-browser. So you'll have to imagine the described scenes, there's no artwork included. There are people that have figured out how to connect local AI image generation to it, but it looked a tad complex. If you give the game a try, read all the options thoroughly when setting up your first game. There are a lot of fetishes you may want to avoid, and you can set your own age ranges to be sure that everyone is 18 - 24. It's open-source and available here:

My man! I got about 700 hours in that game, it's so much fun. Though it can be a bit much in the later stages of the game. Starting a new save in that game is always so tempting...

I love the game but I like starting at tribal and take a really long time researching and as a result I get slammed with mech swarms and usually have to cheat to keep from getting wiped. other than that I love it. I also use a research randomizer to make things more challenging

I feel you, it's hard for me not to cheat when I feel something unfair happened, even tho it's part of the game.

that's the best part of single player games, if there's something you're not having fun with , moding or cheating to make it fun is perfectly fine.
