I played Skyrim a lot, but never played Oblivion. Always going for archery and magic. I was just wondering if in Oblivion, the leveling and the gameplay are the same.

The leveling system in Oblivion goes by usages and proficiency of skills, you can remain lower level, by setting main skills as ones you use less, and then just level them to be high enough level for quest prerequisites. A lot of people prefer low level playthroughs, because the Enemies Scale with your level, but most of the NPC's around the world don't level the same way. So, you can have a high level character and an NPC you need to escort gets one-shot. Also messes with endgame with the rifts and the stories. I play on Hardest difficulties and stay lower level, even keep a certain corrupt guy around because he's a great fighter at endgame.

Sorta they both level up skills the same way but you have to build around major and minor skills to level up overall, gameplay is close to the same.
In oblivion you have the freedom to make your own spells as well like in morrowind.
