You really can't laminate a paper-based ID? why not use plastic like everywhere civilised?

I don't actually know about the laws, but years ago I wanted to get my social security card and military draft card laminated and was turned away because it was (according to the place I went to) against the law to alter a federal document.

That's the thing, you're not altering but preserving.
Are these document hard to remplace when inevitably they get damaged?
