So it can't go on the flatbed to leave because it would be to tall to go out the door. which also might be to tall to drive down the roads for overpasses

Minimalls, individual stores or get stuff online. They don't have stuff like that in malls in the US (and most of us don't have passports - for many of us any other country is REALLY far away.) Malls only have stores, arcades, etc - and many have closed in recent years - those still open many are dying.
