I did find the following a bit vague:

Is this a suggestion to make LewdCorner better or is this "diminishing returns" the actual code?
I do not mean be critical, I am just genuinely confused.

I think it's the code. It's for spam protection, so that no more than 10 replies per user generate activity score. I think they're trying to tread the middle ground between allowing people who mostly lurk to still be reasonably able to achieve the rank they want, and to reward those who actively massively contribute to threads/the site. We'll see how successful this ends up being, but mostly I've found people being pretty positive about these changes.

Basically; yes.
Detailed; don't go too fast, reading points come in slow. I was able to read, react, and respond before the tick. Also remember to buy member+ after you meet the requirements, I'm still working on mine. They want quality, also slow and steady wins.

Right thanks for that clarification, I'm generally a fast reader and with a timer of at least a minute (or more) as I was seeing discussed (staying on one page or one thread?), those points might not happen for me if I'm checking out the games posted in that section of the forum, where I basically spend all my time on this site.
 
I have the impression that the timer resets every time a new page gets reading activity. This makes sense, until you consider my browsing behaviour, which involves switching back and forth between tabs a lot. I'll go over the thread list, open every one that interests me in a new tab, and then I start reading them. Except I don't finish a page before going to the next. I'll read a bit to get the gist, then switch tabs for another thread, then switch back and continue reading, then switch to another thread.... And I think the timer gets reset every time I switch tabs.
