Well those brain wrinkles don't appear appear out of nowhere. Some are developed during pregnancy, but most of them are made because of the trauma caused by exhaustion, the pain of learning, emotional and also rarely physical trauma.

If one's thoughts revolved around feet while the neurons were still wiring, there are lots of chances that the person will associate more things with feet.

Neurons bind better at tendencies, this works on animals too (ex. Pavlov's Dog)

It is an unconfirmed hypothesis for one of many reasons. It is not a confirmed reason for fetishes appearing in people, and professors within psychology and neuroscience are split on the matter. Take what you read on the internet with a grain or two of salt.
