However, since the web hosts need to have a relationship with the credit card companies, you need to find a host willing to take the risk. It is doable, but not easy and would require an investment in time and money that you might not be able to make up from the game.
The problem is the payment processors. Even if there was another platform that he could go, sooner or later he would run into the same problem.
