Kinda hard to do when you are not even in the country that wants it shut down (eg Australia, UK, Canada, NZ, France, etc). Plus when you are that rich you just pay the fine and carry on if need be and/or move to a corrupt country and just grease the necessary palms. Or simply take advantage of politics. For example for a number of years Antigua-Barbados was home to just about all the torrent and other pirate sites simply because the US gov't banned their online gambling sites in the US, so in retaliation they simply refused to enforce US copyright law in any way (sadly that feud ended a few years ago after 20+ years of safe haven for pirates there). Can't find a willing host? Then buy one, including the telecom running it if need be. Plus look how long it took the US gov't to get involved with the Jeff Epstein case, even though by that point the damage was already done with multiple state-level child sex trafficking convictions where he plead guilty over decades (at least 2005 with verifiable available records, maybe/probably before). I'd say for fictional cartoon shit it would be barely a momentary blip on their radar, if that.
