Do it. Worst case scenario, you have spent time on a hobby, and even then you will develop some understanding of your creativity.
 
Try it for sure, the documentaion guides for renpy & Twine are very helpful
 
I just wanted to chime in to add to the encouragement. I've never had a high enough desire to make a game, but even just fiddling around with a tiny bit of modding and coding has been rewarding. You learn some things, you make connections, you start retraining yourself how to think about organizing. Even if you don't end up with a finished product, the learning process will be worth it.
 
Modding seems like a good way to learn the general foundations of current games. I imagine that's how I'd start if I were to pursue game development.
 
I’m not an artist at all. As far as I understood you can create character from assets that are ready to go, is that correct?

If I’d go for AI what program should I use?

Don't start with the big stuff. Start with the little stuff. Learn how to use a game engine. Don't try to learn a big engine because you will burn into dead. Use Twine, RenPy, RPGMaker, or something like those. Pick what is right for the type of game you want to make.

Begin with no art. Just use placeholders. It can be any picture. You can even just use GIMP to turn text into an image and use that.

Make your main story and main characters. Use a maximum of five characters because you will have to learn how to make them interact in the engine.

Write dialog in the game engine. Don't try to write outside of the game engine because you will have to throw a lot of it away if it doesn't fit how the game plays.

When you have a game working and know how to write, you can make your first branch story or alternative options and learn about matrices of states and conditionals.

Then you start doing art or more characters.

Give it a go. A lot of games started out as people just messying around. Start small though until you feel confident. i.e. do something which is a linear story with no real choice. When you are happy with the artwork and coding. Then you can start adding inputs from the user. It won't always be fun, you might end up abandoing some of your small projects. When you are in a good place, you can even start to share your work.
