I'm not too familiar with specifics, but my understanding is that for FBI it's difficult to find "a door to knock on", because routing in TOR is not done in a way that is traceable to host.
And since "This site provides links to other sites/services, and does not store any files" it will be even harder to trace. If my memory serves me right, Silk Road was busted by actually apprehending founder with his machine open and having access to data that way. Not from service traced back to founder.
In relation to "legal issues" - I am not aware of a single country having legal issues with TOR

its proven to be traceable by figuring out either the exit or entry node, there was an article about this

there is no proper search metric or engine, and its not reliable, tor is slow as fuck as there are multiple nodes being relayed
downloads fail, websites fail to load, overall a hassle compared to the cost hosting in clearnet

From this I would say that "Alice" is safe by design, but to get to "Bob" you must gain access to last node.
And if "Bob" somehow figures out that he can host his own node, which he sets up to be exclusively used as first link, worst case scenario he would get a request from some agency to get access to logs on his node. If the node is set up in logless mode there is not much that can be done.
