If you're actually intending to make a game I'd suggest a prototype first. There's no reason to purchase, make, or outsource any asset until everything else is done.

I have no experience with VNs but I don't see why it should differ from a "normal" game.

Make a full prototype with just your blood, sweat, and tears before you sink any money into it.

Consider where you get assets. If you ever intend to make a single dollar off of the game everything from fonts to models have to be accounted for and credited as required by their license.
