Free Cities, unless I am forgetting something. For mainstream games, maybe one of the Megaten entries. Definitely not Fallout, though if I had to pick one in that series, the first one would be my choice.

I lave the post apocalyptic stories. I had a plot in mind.

Set way after nuclear wastelands. The planet is healing. There is clean water so plants etc are returning. Humans need to start rebuilding re populate but they have to find the right mate.

A feel good harem story.
