Pretty simple. Almost all developers follow the same progression. Handjob > Titjob > Blowjob > Anal > Vaginal > Creampie
There is a basic progression of lewd activities. If they went straight to Creampie there would be no progression and the game would be 5 minutes long. There is plenty of porn if people want that. Most games are story driven.
The real problem is the developers who don't want to give players the good activities because they are afraid they will run out of content.
