I've heard said it wasn't "really" a dark age, because they put a lot of thought into religion rather than technology, logic, etc. To me that would contribute to it being a dark age.

Enforce laws that restrict various companies who have been stealing money from people for the sake of censorship.
Create a term limit for EVERY major position within the government.

You've passed a law but a lot of other people enforce it. It doesn't really matter what your politics are, just consider what would happen when the other side is the one deciding how to interpret the law and who to prosecute with it. Scotland did recently pass a hate speech law and ironically it made people hate each other more.
