That's a hard one. I'll list the best games I've played that actually focus on BDSM, instead of just having it. Most games that has this tag barely has anything with BDSM, it's lame.

Jack O Nine Tails (with the L. Patch)
A number of PinkTea games, I don't remember the names but I'm sure two of them at least had Slave Lord in the name. They're flash games but they're amazing.
Princess Trainer: Gold Edition and Witch Trainer from Akabur. There are expanded versions of Witch Trainer, modded by other people(I think the most updated version is the one from Silver), and I know there is a new game from him but I have not played it yet.

The second part takes place on a yacht, and the theme moves towards different forms of BDSM and pregnancy. The example images don't give an accurate impression of what's actually in the game, perhaps to avoid spoilers?

Here are some more recommendations in decreasing quality and increasing BDSM intensity.

First three top tier games with some limited more or less consensual BDSM content:

• Cosy Cafe (in progress; harem game with some mild spanking and slave play, all very much consensual
• The Headmaster (in progress; sandbox game with spanking and humiliation by a perverted headmaster as punishments in a school experiment)
• Stormside (developer has disappeared; visual novel where a university student is made to punish and sexually dominate the female students under experimental conditions)

Then three games with a slightly darker mood that stresses the actual power differential more. They are still very high quality, though not quite on the same level as the previous batch:

• The Higher Society (in progress; husband/father MC joins secret society similar to Freemasons, but with sexual domination; the actual sexual content is a bit limited)
• Special Request (in progress; a company offers free use of their female employees, including the female MC, to customers and male employees)
• AlwaysFan (completed; prostitution thriller similar to Pale Carnations with a similarly high amount of meaningful choices, but with far greater consequences)

Finally three games that I would personally not recommend. I did not play any of these to the (current) end, as I was too disgusted by the violence:

• Estate : Dominate (abandoned; find it on a certain other site; a young couple are forced into becoming temporary servant-slaves of a perverted family consisting only of women)
• Karlsson's Gambit (in progress; the male MC becomes one of many sexual slaves of a large international concern)
• Red Room (in progress; poorly implemented pointless sandbox turns into a thriller about people broadcasting crimes; at some point turns into the most disturbing pointless violence I have ever seen in fiction; absolutely not recommended unless you need something like this to help you not act out your own violent urges)

I also recommend Maids and Maidens (development currently interrupted; corporate intrigue, human trafficking and a weird sex cult). It's a thriller that fits between the first two groups above. It's not part of the official list because the BDSM content is quite limited. There is a love interest who you can choose to blackmail into a submissive role. And certain events at the sex cult are only technically consensual.
