If the game uses footage that's actually made for the game? Sure, could be good. But if you're just taking clips from videos and trying to give them new context? It's going to be a mess.
I want to say I saw some Chinese game on Steam that actually used its own footage. But I couldn't remember the title if you put a gun to my head.
I don't actively filter them out, but I usually blow right past them. Those that I've played have been the HTML random photos/gifs variety, which causes me to lose immersion pretty quick.
