Often times I think it's a result of feature creep. Games are developed as ongoing products. Players want the good content quickly, but once you give them the good content with a particular character it's hard to go much further with that character. So you introduce a new character to start all over with, and the cycle continues. The cast expands too quickly and the author never had a plan for them all to begin with.
