Why is Windows blocking it ?

Your question is quite vague. I'm guessing you are trying to extract the files through Windows' built-in ZIP extraction, which often can't handle compressed archives well.
Try using WinRAR or 7-Zip to extract the files.

No sorry, i have done it with WinRAR but its not even the normal ,,U Need Admin Rights to do this,, it is telling me dat the System Admin blocked this aktion and if i want to know more i have to ask the System admin but thats probably me its my own pc.
