An interesting question, since "age appropriatness" appears very relevant on here. I recall that I was about seven when I first started thinking - and doing - anything physically, although I was not really aware that it was actually sex-related. I just knew that it was enjoyable......

Legal age is basic concept of age where person "understands" what it is, what consequences it has and can consent.
Medical is based on development of body and has different stages which again can be different and have different outcomes.
