On Windows i use locale emulator, there are many versions but i use this "

" (so you can install this or view a video to install another), install it and when you right-click on the game you want to play, it appears an "Locale Emulator" button, and it shows a "Run in japanese" and click it (if you have W11 the button is in the "show more options")

It could also be that you don't have RPG Maker installed, cause some japanese games aren't packed with the base RPG Maker files. If locale doesn't work you could try installing the correct japanese RPG Maker version, if its a RPG Maker game.
