What game did you think wouldn't go anywhere, but the developer kept working on it and got really good over time.

Don't know if I can think of the no man's sky of the AVG world. its a good question.

Cyberpunk, at first on release I thought it would be another abandoned AAA game but the developers actually updated the game and even released a dlc that looks like it's a whole other game.

Fallout New Vegas, game was so broken that it was unplayable at release.

Four Elements Trainer didn't grab me for a long time. I remember looking at it back when book 1 was all that was in it. The art didn't impress me and it looks very bare bones. Eventually though I saw new screenshots and everything after book 1 is so good. The art gets way better and the writing is pretty good. There's actual choices you can make. Book 2 has like 8 different endings. Also the game has a good sense of humor to it.
It ended up becoming my favorite VN.
